What is a legal navigator? Question. SPS Consultant Plus: main features of the legal navigator. What is Legal Navigator, its features

The legal navigator in the legal reference system ConsultantPlus is a simple and handy tool searching for a collection of documents on a legal issue. It is similar to alphabetical subject indexes in educational and scientific literature. The legal navigator is used if the user does not know the exact details of the documents regulating the issue being studied.

Description of the legal navigator

The legal navigator appeared in the ConsultantPlus system in 2003 and immediately became a popular tool for users. Use it to find everything Required documents on the issue is very simple: just find and highlight in the Legal Navigator dictionary the key concepts that correspond to the issue being studied - and the system will instantly generate a selection of all the necessary documents.

It is important that with the help of the Legal Navigator, the ConsultantPlus system finds only valid documents, and when opening each document, the user immediately gets to the desired fragment of text.

Development of the legal navigator

The legal navigator is constantly evolving. Thus, with the release of Series 200 - a set of new capabilities of the ConsultantPlus system - access to the Legal Navigator has become much easier. A link has appeared in the new Start window of ConsultantPlus - by clicking on it, the user is immediately taken to the Legal Navigator window.

Moreover, in Series 200 the Legal Navigator itself received further development:

Development of the Legal Navigator in the ConsultantPlus system:

Go to the Legal Navigator directly from the Start window,

New information banks have been added to the search,

The dictionary of financial terms has been significantly expanded,

Words can be entered in any form and with any endings.

Connecting new information banks.

3 new information banks are connected to the Legal Navigator:

Legislation of the Moscow region,

Legislation of St. Petersburg,

Schemes of accounting entries.

Now, with the help of the Legal Navigator, the user will find federal and regional legal acts, materials of judicial practice of the Federal Arbitration Court of the Moscow District, financial advice, accounting entry charts, and materials from accounting periodicals.

Simple and convenient search for key concepts

Searching for key concepts in the Legal Navigator has become easier and more convenient: words can be entered in any form (with any endings). In addition, you can use both abbreviations and abbreviations of terms and their full names. In this case, those words will also be taken into account, the plural of which is not formed according to general rules (year-years, child-children, etc.);

Expanding the dictionary of financial terms

In the Legal Navigator, the dictionary of key concepts on tax and accounting topics has been significantly expanded (almost twice!) - this will allow you to more accurately formulate your search query. For example, in the group of concepts “Income tax. Expenses” new key concepts have appeared, such as “Rent (leasing) payments”, “Discounts (bonuses)”, “Fire safety, security”.

Let's give an example of searching for documents using the Legal Navigator.

EXAMPLE. It is necessary to find documents explaining the issues of accounting and tax accounting for the return of goods (see Figure 1).

Step 1. B search bar Let's dial the legal navigator: RETURN OF GOODS.

Step 2. In the left column, select with the cursor the group of concepts “Accounting for inventories (MIA)”; in the right column, check the key concept “Return, replacement, warranty repair of goods”. And in the group of concepts “VAT”, let’s check off the key concept “Return of goods”.

Step 3. Click the "Build a list of documents (F9)" button.

The system will find 6 regulatory documents, 11 financial consultations, 39 accounting entry charts and 80 accounting press publications on this legal issue.

Isolating state legal ideology, rights, freedoms and responsibilities of citizens as components of legal culture brings the understanding of legal culture closer to the understanding of the entire legal superstructure, the legal system of society, including the individual and his activities. Legal culture in this case acts as a social phenomenon with a clearly defined goal orientation, covering the entire set of the most important components of legal reality in the course of its actual functioning.

The legal culture includes: a) legal institutions that ensure legal control, regulation and enforcement of the law; b) political assessment of law and legal behavior, law-making activity, legal science; c) the level of development of the entire system of legal acts ( legal documents) d) state-legal ideology; e) rights and freedoms of citizens.

The rule of law and its action have a specific and, in general, positive impact on the implementation of norms of behavior. The fact is that maintaining legal order and behavior is not limited to general and special prevention and concerns not only offenders or potential offenders. It plays a more significant role, because it influences both the state of legal consciousness and the implementation of other social norms, for example, moral ones.

A legal organization, like any other, for example, political or religious, has characteristic features. One of them is the specificity of the activity. For legal organization Legal activity is characteristic of any level. It characterizes internal and external applications. The internal legitimate activities of a specific organization (a certain association of people) also include the performance of professional functions by its structural divisions and the optimization of relationships between the people included in them.

State information resources must be kept in a form and in a condition that allows free access to the information contained in them.

The most significant state information resources include the following arrays of information:

Library resources are about 150 thousand libraries, of which more than 2.5 thousand scientific and public libraries have automated information technologies and databases.

The introduction of information systems can contribute to:

· obtaining more rational options for solving management problems through the introduction of mathematical methods and intelligent systems, etc.;

· freeing workers from routine work due to its automation;

· ensuring the reliability of information;

· replacement of paper data with magnetic disks or tape, which leads to a more rational organization of information processing on a computer and a reduction in the volume of documents on paper;

Search in the "Garant" system

· Created 29.10.2012 20:25

· Updated 09/22/2013 08:22

There are 6 types of search in the Garant system:

· Basic search

· Search by details

· Search by situation

· PRIME. Review of legislative changes

· Dictionary

Search by situation is a unique patented development of the Garant company. The encyclopedia of situations contains over 100,000 detailed terms ("GARANT-Maximum. All Russia"). Thanks to the Encyclopedia of Situations, any person who is not an expert in the field in question and does not know the details of the regulatory act can find the answer to his question in a huge array of data and select documents that describe the situation. To do this, you need to formulate a question and select key terms from it. The search result is usually a list of 3 - 7 documents. The user is taken to specific fragments of found documents that correspond to the question asked. “Search by Situation” is the king of help in searching if you don’t know what words to use to make the correct request so that the program understands you. It contains many search situations that will definitely help you. Just enter some keywords and select the desired situation from the resulting list. This search not in the Code and in the Glavbukh. And it is useless to argue about which is better, “Search by Situation” or “Legal Navigator” in “Consultant Plus”. They are similar only in appearance, but the proposed situations in them are very different. It should be noted that “Search by Situation” has a number of significant differences from “Contextual Search”.

Firstly, during Contextual Search, in the list found, in addition to the necessary documents, there will also be those that, although they contain the required context, are not related to this problem.

Secondly, Contextual Search misses those documents that contain synonyms or abbreviations. For example, if you type “VAT” in the context line you specify during Contextual Search, you will miss documents that mention Value Added Tax. When Searching by situation, the system will provide a list of both documents.

Thirdly, during Contextual Search, the system will stop only at those document fragments that contain the searched context. When Searching by Situation, you will see the fragment that illuminates the problem you are interested in, even if the context itself is higher or lower.

The encyclopedia of situations is uniform for all information and legal blocks. Having any set of blocks, you can use them as one base. This approach reduces search time and ensures completeness of information.
There are 3 types of search in the Codex system:

1. Intelligent

2. Search by attributes

3. Forensic Analyst

To make it easier for users to work with such a volume of information, the system uses two thematic classifiers, one of which was developed by specialists from the Federal Antimonopoly Service of the North-Western Territory. Each document included in the system has a set of attributes inherent to it (name of the document, name of the court that accepted the document, date of adoption, status, etc.). In order to find which cases were considered on the issue of interest to the user, you can use convenient thematic, attribute and contextual search tools, filtering and sorting functions, and even compose your request in ordinary language. Topic search is based on the fact that all documents placed in the system are related to one or another topic. In this case, the thematic classifier is a hierarchical structure, so that, moving from higher-level topics to lower-level topics, gradually refining the request for a topic of interest to the user, you can move on to the corresponding list of cases that interest users.

Improved interface Legal navigator– a convenient tool for searching information on a specific legal issue in Consultant Plus system.

Legal navigator can be used if the details of the documents are unknown and the user does not know in which materials to look for the necessary information on the problem.

The legal navigator consists of key concepts (right column), which are combined into groups (left column). It is enough to select key concepts (or groups) related to the problem being studied - the system will find documents on the issue of interest.

For the convenience of users, now when you first enter the Legal Navigator, the right window displays short description this search tool and the main ways to work with it.

Computer reference legal system Consultant Plus (SPS K+) is software package, which includes an array of legal information and software tools that allow a specialist to work with this array of information (search for specific documents or their fragments, analyze them and print information).

SPS K+ – provides information services, and final decisions on legal issues the user must decide on his own.

SPS K+ is a media outlet, but not an official source of publication, which must be taken into account when contacting official bodies; at the same time, ATP K+ contains information about where a particular regulatory document was officially published, which allows the user to quickly find an official source if necessary.

The ConsultantPlus system is constantly evolving: new opportunities appear every year that increase the efficiency of specialists. Reliability software technologies ConsultantPlus has been repeatedly confirmed by Microsoft certificates for compatibility with operating systems Windows systems. The high level of quality of design, development and maintenance of SPS K+ is also confirmed by a certificate.

The legal reference system ConsultantPlus provides access to the most different types legal information: from regulations, materials of judicial practice, comments on documents, bills, financial consultations, schemes for reflecting transactions in accounting to reporting forms and highly specialized documents.

For ease of information retrieval, all documents are contained in the ConsultantPlus Unified Information Array (EIM). This allows you to search for the necessary documents without worrying about what type of information they relate to, and create your own collections of documents related to different types of legal information. Each type of document has its own specific features, therefore, for the convenience of working with information, the entire IIM is divided into nine sections, each of which contains one or more information banks (IB) that are similar in content.

Launching the ConsultantPlus system is no different from launching any WINDOWS application and is carried out by double-clicking on the “ConsultantPlus” shortcut. After starting the system, the Start window appears on the screen, from where you can go to various parts of the Consultant Plus system, depending on the task.

Work in SPS K+ is divided into several stages:

search for necessary documents;

studying the list of found documents;

working with document text.

In the Start window, clicking on the title of the “Legislation” section opens a search window. By default, the “Search Card” opens - the main search tool. In addition to the search card, the window has tabs (other search tools):

“Quick search” is a line for entering a query (as in Internet search engines). You can start searching immediately after launching ConsultantPlus, already from the Start window, without wasting time selecting the required section of the system and Search Card fields. Just click on the link to Quick Search in the Start window. Quick search is also easily accessible from anywhere in the program thanks to the Quick Access Panel - you just need to click on the Quick search button at the top of the working window

"Legal Navigator". Using the Legal Navigator, you can search for information on a specific legal issue;

"Reference Information". This tab can also be accessed from the “Start Window” using the “Reference Information” link. Use this tab to find frequently used reference information;

"Reviews". This tab can also be accessed from the Start window via the “Reviews” link. This tab is used for news and legislative reviews;

"Codes". This tab can also be accessed from the Start window via the “Codes” link. This tab is used to instantly go to the list of all codes of the Russian Federation in current editions,

“Guides” is a list of links to documents prepared by ConsultantPlus specialists that help users solve various professional issues without wasting time on independent search and analysis of information. The guidebooks contain essential information on a wide range of practical issues- conclusions, options for action, positions of courts, examples and links to documents. Guides are regularly updated to reflect changes in legislation. The ConsultantPlus system provides Guides for all main user groups: for accountants, for personnel officers, for lawyers.

“Dictionary of Terms” - contains not only terms whose definitions are given in regulations (for example, the definition of the term “tax” is given in the Tax Code of the Russian Federation, it is this that is used in the dictionary) but also additionally contains terms widely used in business. Dictionary is regularly updated with new terminology.

In addition, the search window has tabs “Folders”, “Bookmarks” and “History”.

The ConsultantPlus system provides three standard type menu:

1) main menu, its commands are located in the top line of the screen;

2) pictographic menu (button panel) located under the main one;

3) context menu, called by pressing the right mouse button at a specific location on the screen.

An important tool for using the ConsultantPlus system is the built-in help system (F1).

For more information about working with SPS ConsultantPlus, see the Manual “Reference Legal Systems: ConsultantPlus” (PIEF).

Guarantee

Development information system"Garant" is handled by the company "Garant-Service". Development of the program began in August 1990. The first version of the Garant SPS was presented in 1991.

When connecting each new document to the Garant system, a full cycle of legal processing is carried out.

After transfer to electronic view Each document is tested for authenticity to the official text. The proofreaders check it twice.

Before connecting to the information bank, each document is subjected to preliminary legal processing:

record all his details for quick and easy search using the request card;

provide a certificate that contains the full name of the document, the name of the body that adopted it and the date of adoption, the number and date of registration with the Ministry of Justice, the procedure for entry into force, a list of official publications and a list of all changes to the document;

place the document in a certain section of the classifier;

connect to search by situation.

Experts from the legal department conduct a full legal analysis of the document regarding its relationship with the entire body of legislation. Changes and additions are made, contradictions are identified, complex formulations are clarified, hidden connections are established between documents that do not have formal links to each other, and lists of corresponding respondents are automatically built.

The Garant system has powerful search tools that allow you to quickly find the necessary legal information. The choice of search type depends on what preliminary information you have about the issue or document you are interested in. Right choice largely determines the accuracy and speed of the search.

Information about the available kit can be obtained by selecting top menu help/information about the kit, and to get help on working with the system, just select Help/Contents or press standard key F1. Menu/File/Configuration Settings allows you to configure the system interface.

The system has the following types of search (for example, when you click on a button on the toolbar or on the navigation bar):

basic search;

search by details – search with exact details;

search by situation – search with a description of the real situation;

search in the explanatory dictionary.

Basic search - very powerful and simple at the same time search tool. This is GARANT know-how, created in 2007 and constantly improved. Basic Search allows you to instantly and accurately find the information you need with just one line of query. He understands not only the official, but also the living language of professionals - abbreviations, abbreviations, professional terms and even slang. Start typing your query, and the Dictionary of Popular Queries will immediately tell you how to formulate it more precisely. Select the desired wording from the dictionary - the answer will appear instantly.

Search by details is used if any details are known (number, name, date, authority that issued the document, or other details). Search by details is a precise tool designed to search for documents using previously known (or assumed) information about the document.

Search by situation is used if it is not known which documents contain the answers to your questions. Search by situation is a unique patented development of the Garant company. The encyclopedia of situations "Garant" contains over 100,000 detailed terms ("Garant-Maximum. All Russia"). Thanks to the Encyclopedia of Situations, any person who is not an expert in the field in question and does not know the details of the regulatory act can find the answer to his question in a huge array of data and select documents that describe the situation. Using familiar terms, they formulate questions and enter the initial parts of words in any sequence in the context filter field. As a result, all situations whose names correspond to the typed context will be clearly presented in the main window of the system.

A search in an explanatory dictionary is used if you need to look up the interpretation of words. Unlike document searching, interpretation searching is designed to obtain an interpretation of a term or terminological expression. The search is performed in the explanatory dictionary of terms built into Garant. The dictionary contains interpretations of tens of thousands of terms on economic and legal topics. Sources are domestic and foreign encyclopedias, specialized reference books, explanatory dictionaries and definitions from regulations.

The reference information section of the main menu is used to quickly find reference information (reporting forms, tax rates, exchange rates, addresses and telephone numbers of authorities, and much more).

For more information about working with SPS Garant, see the Manual “Reference Legal Systems: Garant” (PIEF).

10. Purpose and main elements of legal processing. Features of legal processing of documents in Consultant Plus systems.

In the fall, a number of innovations appeared in the ConsultantPlus legal reference system that made the work of specialists with legal information even more convenient. The system has been replenished with new information banks, in particular, the “Selections of Court Decisions” bank, and the capabilities for quickly searching for documents have been expanded. The Legal Navigator has also been improved - a convenient tool for searching for information on a specific legal issue.

Description of the legal navigator

The legal navigator is used when it is not known in which documents to look for the necessary information on an issue.

The Legal Navigator window consists of a search line and two columns: the left column contains groups of key concepts, and the right column presents the corresponding key concepts of each group. To find the necessary materials, it is enough to select in the dictionary of the Legal Navigator the key concepts (or groups) corresponding to the issue being studied - the system will instantly find the necessary documents.

Quick information search

Now working with Legal Navigator has become even easier and more comfortable.

Searching for information using the Legal Navigator is carried out in two ways. Firstly, you can enter the required word or phrase in the search bar of the Legal Navigator, for example “import of currency”. As a result, key concepts will be selected and highlighted in the right column, and groups of concepts that match the query will be highlighted in the left column. Recall that when moving from one group of concepts to another (in the left column), the user can select several key concepts (in the right column) from different groups.

Secondly, you can find the necessary documents using the alphabetical index that appears on the left side of the Legal Navigator. By clicking on the index letter, the user will receive a list of groups of concepts whose names begin with this letter. After this, it is enough to select the required group and mark one or more key concepts in it.

Note that now the relevant key concepts are simply marked with a check mark. The user can view the marked key concepts by clicking the “Show Selected” link in the lower right corner of the Legal Navigator window. And to get the search result, just click the “Build a list of documents (F9)” button.

Other changes to the legal navigator

Now, for the convenience of users, when entering the Legal Navigator for the first time, a description is provided in the right window of how to search for information using it.

Additional information banks on regional legislation are connected to the Legal Navigator. Now, in addition to the legal acts of Moscow, the Moscow region and St. Petersburg, users have access to the legislation of 21 more constituent entities of the Russian Federation (it is planned to connect 16 more by the end of 2006).

Thus, the Legal Navigator will help specialists find the necessary information on a specific legal issue - federal and regional legal acts, judicial practice, financial advice, accounting entry charts, accounting press publications and much more.

What else has changed in the system

SPS "Consultant"

Search card

In 1992, NPO VMI released a new generation legal system - SPS Consultant Plus. This development took into account the experience of previous decades and at the same time contained new solutions. Consultant Plus is based on advanced technologies and unique principles of service organization. A serious step has been taken in building a system of access to legal information throughout Russia. In the process of developing the new legal reference system Consultant Plus, the most complex problems were successfully solved. Firstly, prompt, without delays, updating of information on user computers in all regions of Russia. Secondly, the organization of high-quality reliable service for users. Thus, not only a new unique product was created, but also an all-Russian service Network for the dissemination of legal information was organized practically from scratch. The developments of Consultant Plus laid the foundations for the development of a new domestic industry - the industry of disseminating legal information.

Today the company "Consultant Plus" is a leader in Russian market reference legal systems. Consultant Plus users are more than 180,000 organizations throughout Russia. According to regular studies conducted by leading research organizations, the vast majority of Russian users work with the Consultant Plus system - according to various estimates, from 70 to 79% of companies choose it. Consultant Plus is ahead of its nearest competitor by more than two times.

Search by legal navigator

Full-text search is “an automated document search in which its full text or significant parts of the text are used as a search image of a document” (7). In ATP, full-text search is a software-implemented search for words or combinations of characters directly in the text of database documents. This type of search is carried out in the absence of precise data about the document. To increase the speed of the process, index dictionary information is used. The possibility of this type of search is based on full-text automated indexing of documents, in which all words found in texts are automatically entered into the dictionary, indicating the document number where the word was found. Such a dictionary is structured in alphabetical order, but differs from an alphabetical index in that it automatically includes all words from texts, and not specially selected legal terms. Full-text search for words and phrases in the ATP is automatic search, based on the use of a dictionary of this type. Automatic technique selection of documents requires an intellectual approach from the bibliographer and user when forming search query, the presence of several query options using various synonymous terms and definitions.

The main difficulty is that in most cases, users require documents without the exact details known in advance, only on the basis of the general meaning of the problem. The full-text search strategy, depending on the situation, determines the choice of the most optimal search algorithm. ATPs make it possible to implement thematic (problematic) and contextual (approximate) search capabilities in the case when the general thematic focus of documents is known. Most effective results thematic search in a situation where the problem or its boundaries are inaccurately or unclearly defined. The contextual search type is recommended in the following cases:

Inability to accurately formulate a search query;

Difficulties in defining the exact legal terms that characterize this or that problem, the need to obtain a maximum of documents, even remotely related to the problem of interest.

Sometimes the final result of a contextual search in the form of a list of documents may include, in addition to important ones, irrelevant and random ones. For example, the list of documents for the request “State symbols of the Russian Federation”, along with the fundamental laws “On the State Emblem of the Russian Federation”, “On the State Flag of the Russian Federation”, “On the State Anthem of the Russian Federation”, includes Federal Law No. 99-FZ of July 15, 2000 " On plant quarantine”, where Article 17 reads: “The State Plant Quarantine Service of the Russian Federation has a flag, pennant and identification mark...”

Each type of search has its own advantages and disadvantages, advantages and limitations when used. The greatest efficiency is achieved by combining various types search.

For example, when performing a query to search for regulations that stipulate permission for drivers of category “C” to drive a car with a trailer weighing over 750 kg, search in such well-known documents as “Road Rules” and Federal law No. 196-FZ as amended. dated 03/02/99 “On road safety”, did not give positive results. When referring to classifiers and a situational reference book using the keywords “motor transport - road traffic,” a list of 72 documents was generated, of which 53 were valid. By title, none of the documents were relevant. A complete review would require a significant amount of time for the bibliographer. In this case, using the “document text” attribute, a clarifying request was formulated using the logical operator “AND” - “750 car* trailer*”. As a result of the search, Resolution of the Government of the Russian Federation No. 1396 dated December 15, 1999, as amended, was found. dated November 21, 2001 No. 808 “On approval of the rules for passing qualification exams and issuing driver's licenses", where clause 7 allowed drivers who have the right to drive vehicles of category "C" "... to drive them also in the presence of a trailer, the permissible maximum weight of which does not exceed 750 kilograms."

As a result of preliminary legal processing, all documents are accompanied by a set of additional information that allows you to navigate the legislation and track the dynamics of its development. Legal processing is the identification of relationships between documents, recording identified connections using links, notes, reference information, as well as creating revisions of documents when they are changed. It is the legal processing of the document when entering it into the PDB that creates real prerequisites for the user to quickly find the required document.

When working with the current edition of a particular normative act, the user can immediately obtain information about retrospective editions of the document, determine the respondent and correspondent connections of the document, a link to the source of publication in the form of a bibliographic description, read the comments on the document. Legal processing of documents also helps to identify contradictions in the norms of various documents, guides the user in thematic headings and keywords. In general, the ATP creates new scheme presentation of information in the form of hypertext implementation on related documents, transition from one document to another using links.

Search capabilities, advanced navigation systems, and unique technological solutions embedded in the SPS allow us to talk about the transformation of the activities of a bibliographer, which previously involved the use of only a traditional reference and retrieval apparatus. ATPs are a convenient and effective means of organizing the work of bibliographers related to the provision of legal information. Currently, we can say that the ATPs themselves are part of the reference and retrieval apparatus of libraries. The active introduction into practice of electronic resources, of which SPS are an integral part, opens up new opportunities for bibliographic services and provides new search tools, inviting the user to constantly expand their arsenal of working with legal information.
